On the basis of the analysis of the existing frameworks for the certification and acknowledgment of credits, we have formalised an "integrated" model for the certification and transparency of the web based training courses.
The CERTI COMPETENCE model is aimed at certifying the competences of people who follow web based courses, both in the "formal" and "non formal" educational filed.
The model would like to transfer the procedures and competences among the different educational systems and on the workplace (integrated system). It is therefore addressed to the whole chain of the learning system and treatment of competences.
This model represents a proposal for the acknowledgment of the competences and credits, and intervenes on the Certification of the Process and not the Certification of the Product.
It can be used by the Bodies and the Organisations engaged in the planning and delivery of distance training and people who attend training courses; It is specific for courses which use e-Learning methodologies.
The Certi Competence Model is based on three levels:
- prerequisites They are divided in normative, institutional/process, non formal certifications. They are always supported by objective evidences provided by third organisations. According to the “weight” of each single item it is assigned a score from 0 to 30 points;
- additional requisitions These certifications complete the level 1 and can be very diversified according to the professional or training area. The score assigned can be between 0 and 20 points;
- voluntary requisitions These are certifications submitted voluntarily by the candidate, which are not part of level 1 or 2 and that normally are in form of self-declarations without objective evidences . The score assigned can be between 0 and 10 points.
In order to use the “Certi Competence” model it is essential to create an Examining Commission that should give an evaluation according to the three levels. Moreover, the commission has at disposal other 20 discretional points, for an overall score of 80 points. The minimum threshold is 40.
